a. The focal point to assist the Director in formulating development plans and schemes, implementing and reporting of the following activities: periodical and ad hoc plans, plans for direction, guidance, inspection and supervision; management of infrastructure and technical materials; collect, analyze, synthesize, store and manage relevant information and data in accordance with industry regulations; application and development of information technology; management of Suoi Dau facility; organizing bidding activities, purchasing assets, buying and selling goods; receive and distribute goods, vaccines, biological products, chemicals; asset management; sanitation.

b. Coordinate the preparation of approved budget estimates and allocations; examine and evaluate the legality of various types of contracts.

c. Perform other tasks assigned by the Director.
