Function:
Pasteur Institute Nha Trang has the function of organizing and implementing activities, programs and projects in the field of preventive medicine and public health in the central provinces from Quang Binh to Binh Thuan; scientific research, training and capacity building of health human resources, technical direction for lower levels and international cooperation in the field of preventive medicine and public health; organizing the provision of public health and preventive medicine services to meet social needs as prescribed by law.

In detail:
1) Organizing and implementing activities, programs and projects in the field of preventive medicine and public health in the Central region.
a) Organize and guide the implementation, inspect and supervise activities on prevention and control of infectious diseases and prevention of non-communicable diseases in the Central region.
- Organize routine and sentinel surveillance of infectious diseases in the assigned area;
- Organize the implementation of statistical and reporting systems on infectious diseases according to regulations; manage, analyze reported data to assess the situation of infectious diseases in the assigned area;
- Organize, direct and implement the investigation, verification and control of epidemics/outbreaks according to regulations; organize and deploy rapid response teams for infectious disease prevention and control; monitor and report on developments in infectious disease epidemics/outbreaks in the assigned area according to regulations;
- Organize, direct, implement, inspect and supervise activities of non-communicable diseases control and prevention in the assigned area;
- Participating in the development of national technical processes and standards, national technical manuals, and legal documents in the field of infectious and non-communicable diseases control.
b) Organize, direct and carry out activities to monitor and prevent insects and animals that transmit diseases to humans in the assigned area.
c) Organize, direct, implement and supervise border health quarantine activities in the central region.
d) Manage and organize the Emergency Operation Center for public health events in the Central region (EOC) according to regulations; participate in the prevention and control of natural disasters, epidemics, accidents and injuries in the assigned area.
e) Manage, monitor and evaluate public health issues and health risk factors; organize the implementation of intervention activities to improve community health in the Central region.
f) Organize, direct, implement and supervise activities of health-population target programs and projects in the Central region.
g) Organize the implementation of nutrition monitoring activities, develop the epidemiological database on nutrition in the assigned area; guide the implementation, inspection and supervision of activities on prevention and control of nutritional and micronutrient disorders; moderated diet, nutrition in the prevention and control of non-communicable diseases; improve the nutritional status of mothers, children, and community; cooperate in activities to improve the stature and physical condition of Vietnamese people.
h) Implement, guide, inspect and supervise activities of environmental monitoring, working environment monitoring, assessment, control and prevention of harmful factors at the workplace, risk factors of environmental pollution and climate change affecting public health; management of occupational hygiene, health examination of employees, examination and detection of occupational diseases, health management and prevention and control of occupational diseases for employees; environmental protection activities for medical facilities; activities to ensure the quality of water for drinking and for domestic use; ensure the hygiene of household latrines; ensure hygiene in burial and cremation activities as prescribed by law.
i) Carry out the testing of food quality, hygiene and safety in service of the state management of food safety; carry out state inspection of imported food in the assigned area; carry out certification of conformity with regulations on food safety for products and foods as designated by the ministries or branches in charge of management; carry out proactive monitoring and risk assessment of food safety; coordinate in the implementation of food poisoning prevention and control activities; participate in inspecting food production and trading establishments and catering services in ensuring food safety in accordance with law; participate in the development of processes, national technical regulations, standards, legal documents in the field of food hygiene and safety.
j) Carry out biomedical tests in service of primary health examination and care, screening and detection of infectious and non-communicable diseases and testing according to the assigned professional fields; organize the implementation, guide and supervise the implementation of measures to ensure biosafety, biosecurity, chemical safety, laboratory radiation safety and ensure testing quality according to regulations of the Ministry of Health and regulations of law.
k) Participate in the implementation of activities to prevent and combat drug resistance, chemical resistance and the drug resistance monitoring system in the community.
l) Consulting and proposing to the Ministry of Health on preventive medicine strategies and measures in surveillance, prevention and control of epidemics, diseases and public health issues.
m) Health education communication:
- Research and develop appropriate and effective contents, forms and methods of communication and education on the prevention of common diseases in the region;
- Coordinating with mass media agencies, central, local and relevant agencies to conduct health communication and education for people on infectious and non-communicable diseases, other public health issues and prevention and control measures in the central region.
2) Scientific and technological research activities
- Epidemiological research: Studying epidemiological characteristics, risk factors, epidemic forecasting of infectious diseases, dangerous and emerging non-communicable diseases, other public health issues to propose preventive measures. Research disease patterns and factors affecting public health to build intervention models to improve community health;
- Research on medical microbiology, medical entomology, immunology and biology related to epidemics and diseases: identification of pathogens, assessment of biosafety levels; the study of immunology and molecular biology, immune response and immunological and genetic changes to diseases, epidemics (including communicable and non-communicable diseases);
- Study and apply measures to prevent and control epidemics and diseases suitable to the characteristics of the local population, geographical and ecological conditions in the area;
- Research and investigate environmental, occupational and school health, occupational diseases, food safety, nutrition, chemicals, toxins, propose measures to protect and improve community health;
- Studying the effects of socio-economic conditions, disasters, population mobility, education level and emerging diseases on public health to propose preventive measures;
- Implement research, application, and transfer of technology for the production of vaccines, biological, chemical and other products for diagnostic testing;
- Implement research, application, and technology transfer activities to evaluate and test chemicals that eliminate vectors, insects, bacteria, and parasites that cause and transmit diseases;
- Implement applied research and technology transfer activities in testing, calibration, testing laboratory equipment, ensuring testing quality in accordance with the law;
- Implement clinical trial research in the fields assigned, according to the provisions of law.
3) Human resource training and capacity building and down-line professional guidance:
a) Training and retraining of health workers:
- Organizing continuous training, retraining and updating of professional expertise, granting certificates in the field of preventive medicine and public health for health officials and employees according to the provisions of law;
- Serving as a practical training facility in the health sector; participate with education institutions in the training of preventive medicine, public health and other relevant specialties in accordance with the law;
- Organizing national and international scientific conferences and seminars in the field of preventive medicine and public health.
b) Provide down-line professional guidance:
- Provide professional and technical direction in planning and organizing the implementation of activities of surveillance, prevention and control of diseases, epidemics, preventive medicine and public health programs and projects, food safety in the assigned area;
- Guiding, consulting, inspecting, supervising and evaluating the implementation of professional and technical processes and national technical regulations on surveillance, prevention and control of infectious diseases, non-communicable diseases; vaccinations; biomedical testing, biosecurity, chemical safety, radiation safety in laboratories; ensure the quality of testing of medical facilities in the central region;
- Participate in the assessment, appraisal and certification of professional and technical capacity of specialized medical facilities according to the provisions of law.
4) Provide preventive medicine and public health services when fully meeting the conditions prescribed by law.
a) Providing preventive medicine and public health care services, early examination, screening and detection of diseases, management and prophylactic treatment of infectious diseases and non-communicable diseases for individuals , organizations as prescribed by law.
b) Providing services of examination, detection and treatment of a number of common diseases, and provide first-aid to emergency cases; collaborate with social insurance agency to provide medical services in accordance with the professional fields as prescribed by law.
c) Provide services of environmental monitoring, working environment monitoring, routine and occupational health examination, employee health records, certification of occupational health and safety for organizations and individuals according to the provisions of law.
d) Provide counseling and vaccination services.
e) Provide nutrition examination and counseling services for individuals.
f) Provide basic testing services, in-depth testing (in humans, food, water sources, environment...), immunological techniques, and molecular biology as prescribed by law.
g) Provide food safety testing services at the request of individuals and organizations as prescribed by law.
h) Provide consulting services, prevent and exterminate vectors, insects, parasites, vectors of disease transmission, perform testing services to evaluate the effectiveness and safety of insecticides and disinfectant chemicals used in household and medical fields for organizations and individuals in accordance with the law.
i) Provide chemicals, biological products for diagnostic tests, standard testing materials according to the provisions of law.
j) Provide testing, calibration, inspection of laboratory equipment, testing/quality inspection of medical equipment, chemicals, biological products and external testing services when authorized by the competent authority.
k) Carry out scientific research projects, provide scientific and technological services, technology transfer in the fields of preventive medicine and public health; application of scientific research to the production and sale of nutritional products and health foods in accordance with the law.
l) Raising, planting and supplying animals and plants for research, testing and service activities in the assigned field.
m) Training and certification; implementing domestic and international training programs in the assigned fields as prescribed by law.
n) Participating in bidding for contracts of providing goods and services suitable to the Institute's fields of professional activities.
o) Organize joint ventures, collaboration activities and other services in accordance with the functions and tasks of the Institute as required.
p) Consulting on other issues in the specialized fields, in accordance with the functions and missions of the Institute and the provisions of law.
5) International cooperation
a) Cooperate with other countries, international organizations, non-governmental organizations and individuals in the field of preventive medicine, public health and disease surveillance, border health quarantine.
b) Formulate plans and organize the implementation of international cooperation programs and projects on health.
c) Utilizing aid sources from foreign organizations and individuals to invest in scientific research activities, staff training, infrastructure and equipment of the Institute in accordance with the law.
d) Organize and coordinate the organization of bilateral and multilateral specialized training courses, seminars and international scientific conferences.
e) Exchange scientific staff and specialized scientific information.
6) Organization management
a) Develop and implement the operation regulations of the Institute in accordance with the law.
b) Effectively manage and use the resources of the Institute, manage the organization of human resources, payroll, salary, assets, finance, supplies and equipment of the Institute in accordance with the regulations of the Government.
c) Organize and observe the State's regulations on revenue and expenditure of the Institute, accounting for revenue and expenditure according to the provisions of law.
d) Carry out scientific and technical services, develop domestic and international cooperation projects in accordance with the law to support professional activities, increase funding sources for the Institute and improve income and working conditions for employees of the Institute.
e) Implement the reporting system on all activities of the Institute as prescribed.
7) Perform other tasks assigned by the Ministry of Health.
